- Description: A Roch Society special investigation. Macau has 147 hotels and 45,000 rooms, its own law lets any of them welcome dogs the day it publishes the rules, and as far as I can find not one of them has, so I went looking for the reason.

I have spent more hours on hotel booking sites with a dog in the back of the car than any sensible man would admit to, and I have never seen a search come back quite as empty as the one I ran for Macau, a city that packs more than ten times as many hotel rooms into every square mile as [Hong Kong](https://data.gov.hk/en-data/dataset/hk-cstb-cstb%5Ftc-tc-number-of-hotel-rooms-by-category?ref=rochsociety.com) or [Singapore](https://data.gov.sg/dataset/hotels?ref=rochsociety.com) do, and where, as far as I can tell, not one of them will let my dog sleep beside the bed.

On 30 October 2026 I asked Booking.com for hotels in Macau that allow pets and it told me "Macau: 0 properties found", so I took the hotel filter off and asked for anything at all that allows pets and got the same zero, and Hotels.com then said the same thing in its own words, "Pet-friendly (0)", above a full page of hotels happy to sell me a room as long *as I left the dog behind*.

Macau is a city built to be slept in: its hotels were [nearly ninety percent full](https://www.gov.mo/en/news/392646/?ref=rochsociety.com) last year with a [record forty million visitors](https://www.gov.mo/en/news/392295/?ref=rochsociety.com) passing through, and yet as far as anything public shows not one of those beds is sold to a guest with a dog, so I wanted to know why, and started digging into the laws surrounding dogs in hotels.

### The Law Does Not Say No

Macau's hotels are governed by Law 8/2021, the Hotel Establishments Law, in force since 1 January 2022 and published in the [Official Gazette](https://bo.dsaj.gov.mo/bo/i/2021/26/lei08%5Fcn.asp?ref=rochsociety.com). The article that matters is Article 72, which says an establishment *may* refuse entry or a stay to anyone who disturbs its normal operation and then lists the eleven kinds of person it has in mind, drunks, drug users, people selling things without permission, people carrying weapons, and "persons bringing animals".

When the law puts dog owners in the same category as drunks, drug users and people carrying weapons, it tells you everything you need to know about how far canine hospitality in Macau still has to go.

The word in that line is may, not must, and that changes everything, because the law hands every hotel in Macau a choice. Publish house rules that welcome animals and the dog comes in, publish nothing and you are free to turn it away at the door. So it is not a ban at all, it is an opt in that as far as I can find not a single hotel has taken up. So the question is not what Macau's law forbids, it is why a whole city of hotels, handed that choice by its own laws, has defaulted to no.

### Dogs at Tea, But Not Overnight

It is not that Macau dislikes dogs, quite the opposite. Macau Fisherman's Wharf calls itself "The largest outdoor pet-friendly district on the Macau Peninsula" on its [own front page](https://www.fishermanswharf.com.mo/?ref=rochsociety.com), and its hotel, the 224 room [Legend Palace](https://www.fishermanswharf.com.mo/legend-palace/?ref=rochsociety.com), advertises an afternoon tea with the line "We've set up a pet-friendly outdoor area so you can enjoy afternoon tea with your pets", which sounds lovely until you read the Wharf's own [rules for pet owners](https://www.fishermanswharf.com.mo/wp-content/uploads/2023/03/Macau-Fishermans-Wharf-Pet-Friendly-Areas-A1.pdf?ref=rochsociety.com), where rule seven says pets are strictly prohibited from every indoor area on the premises. So you can take your dog to tea at the hotel but you cannot take it into the hotel, which is opposite of being dog friendly.

If I abide by their rules, I have to muzzle my Labrador.

Lisboeta Macau, an 820 room resort in Cotai, went further than anyone. Its H853 Fun Factory shopping and entertainment floor calls itself "Macau's first pet-friendly leisure hotspot". They built an indoor dog playground called Nana Loves Pets Park, ran a pet fair, and have since screened films for audiences of dogs and their owners, but in July 2025 [announced](https://www.lisboetamacau.com/en/pressroom/press-release/lisboeta-macau-h853-fun-factory-ushers-in-a-new-era-of-pet-friendly-experiences-in-collaboration-with-original-ip-character-nana-to-launch-summer-pet-themed-campaign-nana-lo/?ref=rochsociety.com) that pets are welcome to walk on the floor at the Fun Factory as long as they are leashed and *wearing diapers*.

Its own [rules for pet owners](https://www.lisboetamacau.com/en/rules-regulations-for-pet-owners-at-lisboeta-macau-h853-fun-factory/?ref=rochsociety.com) tell you what happens the moment you walk out of the mall and into the hotel: "When entering the hotel premises and designated restaurants, pets must be placed in a pet stroller, pet cage, or pet bag." The dog must go into a stroller, a cage or a bag at the door, and not one of their 820 rooms is available to a guest what wants to stay with a dog.

Galaxy Macau, with around 5,000 rooms across eight hotels [does not allow](https://www.galaxymacau.com/galaxy-arena-guest-rules-and-regulations/?ref=rochsociety.com) dogs (except for certified disability service animals)", and yet in January 2025 two lecturers at the city's tourism university wrote in [Macau Business](https://macaubusiness.com/space-for-you-and-your-pets-in-macau/?ref=rochsociety.com) that "large hotels in Macau like MGM, Lisboeta Macau and Galaxy are also promoting dog-friendly activities and campaigns", so the same resort that will not let a dog through the door is out there promoting itself to dog owners for some reason.

The biggest resorts in Macau will host a dog fair, build a dog playground, screen a film for dogs and run a dog campaign under their own brand, but they will not let the dog sleep over, leading me to conclude that the dog has clearly been thought about, and filed as a marketing opportunity rather than a guest.

### The Legislature Noticed

Macau's own legislature noticed this before I did. In August 2022 the Legislative Assembly's third standing committee was going through a draft animal law when a lawmaker asked why a tourist could legally bring a dog into Macau but could not stay with it in a hotel. The committee chairman, Wong Hin-fai, told the press that under the draft it seemed animals could not be boarded in hotels, and that the committee wanted the government to explain where visiting owners were supposed to put them, which [AAMacau reported](https://aamacau.com/2022/08/03/%E6%97%85%E5%AE%A2%E5%B8%B6%E5%AF%B5%E7%89%A9%E5%85%A5%E5%A2%83%E4%BD%86%E4%B8%8D%E8%83%BD%E5%90%8C%E4%BD%8F%E9%85%92%E5%BA%97%EF%BC%9F%E8%AD%B0%E5%93%A1%E8%A6%81%E6%B1%82%E7%95%B6%E5%B1%80%E8%A7%A3/?ref=rochsociety.com) on 3 August 2022 under a headline that translates as "Tourists can bring pets in but cannot stay with them in hotels? Lawmakers ask the authorities to explain".

The draft they were reading listed hotels among the kinds of property where an animal business, boarding included, could not be set up, but by the time the bill became [Law 4/2023](https://zh.wikisource.org/zh-hant/%E7%AC%AC4/2023%E8%99%9F%E6%B3%95%E5%BE%8B?ref=rochsociety.com), in force from 1 April 2024, the word hotel had gone from that list, and Article 24 now bars animal businesses only from residential, industrial, public facility and car parking property, so the one time the law came close to touching dogs in hotels, it later backed away from it completely.

Macau's casinos are no different, because the entry law, [Law 10/2012](https://www.dicj.gov.mo/web/cn/legislation/FortunaAzar/lei%5F12%5F010.html?ref=rochsociety.com), lists in Article 2 everyone who may not walk onto a gaming floor, from the under 21s to anyone carrying a weapon or a camera, and animals are nowhere on that list, so if a dog cannot cross a casino floor in Macau that is the operator's house rule and not the law's. Nothing in the statute book stops a Macau hotel welcoming a dog.

### You Have To Leave Macau Rather Than Stay

The border makes the point for me, because you can leave Macau by driving just across the bridge into Zhuhai and [Hilton Zhuhai](https://www.hilton.com/en/hotels/zuhhihi-hilton-zhuhai/hotel-info/?ref=rochsociety.com) will sell you a designated pet room for one dog of up to 20 kg, for a fee, with a pet corner in the lobby lounge. You could also or take the ferry to Hong Kong, where [Kimpton Tsim Sha Tsui](https://www.ihg.com/kimptonhotels/hotels/us/en/hong-kong/hkgkh/hoteldetail/amenities?ref=rochsociety.com) will let you stay with your dog and the [Hyatt Centric Victoria Harbour](https://www.hyatt.com/hyatt-centric/en-US/hkgct-hyatt-centric-victoria-harbour-hong-kong/offers?ref=rochsociety.com) sells harbour view rooms marked dog friendly with a package built around them. These are the same brands, in the same region, selling to the same guests, a bridge or a ferry ride away, that don't let dogs stay in their Macau hotels.

Stranger still, Macau's own government has been moving the other way, towards the dog. From 12 June 2026 the Municipal Affairs Bureau [dropped the thirty day quarantine](https://www.gov.mo/en/news/402620/?ref=rochsociety.com) for dogs and cats arriving from rabies affected countries, provided they come with an ISO microchip, a rabies vaccination, a valid antibody test and an official health certificate, and the bureau's own [import guide](https://www.iam.gov.mo/canil/e/pettips/list/213fe089-7454-44e7-83c5-d19eaf5b85ee?ref=rochsociety.com) walks you through the licence, which is valid for thirty days. They made it easy to take dogs.

The Macau Daily Times reports that the same bureau [has repeatedly said](https://macaudailytimes.com.mo/pet-owners-say-macau-still-falls-short-on-pet-friendly-facilities.html?ref=rochsociety.com) it is committed to "developing a pet-friendly environment", and that around [90 restaurants](https://macaudailytimes.com.mo/pet-friendly-dining-grows-to-90-restaurants-but-hygiene-debate-rages-on.html?ref=rochsociety.com) now let pets in, so the city will let you and your dog in without quarantine, feed it in ninety restaurants, walk it along the waterfront and sit it in a cinema, but if you need a room for the night you can forget it.

### Why Macau Says No

It is definitely not the governments fault. When the tourism office's acting director, Si Tou Lam Lai, set out the city's tourism targets on TDM's Macau Forum in September, [Macau Business reported](https://macaubusiness.com/macau-targets-5-per-cent-annual-international-visitor-growth-through-2030/?ref=rochsociety.com) the office's position plainly: the new catering law, "together with existing hotel legislation, allows operators to admit pets to their premises." Three years earlier, in March 2023, the government had told the legislature it was proposing that hotels be allowed to board pets because visitors might bring them, as the [Macau Post Daily reported](https://www.macaupostdaily.com/news/17086?ref=rochsociety.com), so the regulator has said yes twice and hotels haven't moved an inch, which sent me looking for the real reason.

The first clue is in how the hotels file the question. Galaxy Macau published a Chinese language guide to [booking a hotel in Macau](https://www.galaxymacau.com/zh-hant/discover/place/accommodation-tips/?ref=rochsociety.com), and item seven lists what you may not bring inside, weapons, anything flammable, explosive or highly toxic, anything radioactive, irritant or foul smelling, and then, on the same line, "寵物也是禁止帶入酒店內的", pets are forbidden in the hotel.

Dogs and their owners are an item on a list beside the explosives and foul smells.

The second clue is attitude, and when the [Macau Daily Times](https://macaudailytimes.com.mo/pet-friendly-dining-grows-to-90-restaurants-but-hygiene-debate-rages-on.html?ref=rochsociety.com) covered the restaurants in the city that admit pets in July it reported complaints that pets in eateries are unhygienic, and the president of the Macao Catering Industry Association, Aeson Lei, told the paper that "Food safety comes above all else."

Last October the same paper [spoke to an owner](https://macaudailytimes.com.mo/pet-owners-say-macau-still-falls-short-on-pet-friendly-facilities.html?ref=rochsociety.com) who said, "When I walk my large dog, I often get unfriendly stares and judgmental comments," and who had once been asked why she would bring "dead things" onto a pedestrian bridge.

The third clue is that *nobody ever needed to say yes before*. Macau's hotels were 89.4 percent full last year, [29 million](https://www.gov.mo/en/news/392295/?ref=rochsociety.com) of the city's 40 million visitors came from the mainland, and until June a dog crossing from the mainland faced thirty days of quarantine. Nobody brings a dog for a weekend if it has to spend a month in quarantine first, so the dogs never came, the hotels were never asked, and a hotel that runs nearly nine tenths full has no reason to look for a new kind of guest.

What strikes me most is the silence, because I searched in English, Chinese and Portuguese for anyone else asking why a city of 147 hotels has no room for a dog, and I found one newspaper story in 2022, one in 2023 and a single sentence from the tourism office this September, no campaign, no petition, not even a traveller grumbling about it on a forum. The quarantine is gone now, though, and my feeling is that the first visitors who turn up with their dogs are going to ask the question for themselves sooner or later. Am keeping my eye on the chatter.

### The First One Wins

I am not writing this to shame anyone, because Galaxy's no is a fact and it is Galaxy's to make, but what gets me is how cheap the yes would be. Article 72 asks for one thing, duly published house rules, which in practice means a page on the website and a policy at the front desk, and that is the legal cost of becoming the first dog friendly hotel in Macau.

And the prize for paying it is anything but small, because the hotel that publishes that page becomes the dog friendliest hotel in Macau by default, on the day it does, the only one of 147 hotels in a city of 45,000 rooms and 40 million visitors a year where a guest can arrive with a dog, so every search for a dog friendly hotel in Macau, on every platform, in every language, comes back with one name.

Those dog owners will [pay handsomely](https://rochstandard.com/research/what-dog-owners-will-pay-for/?ref=rochsociety.com) for a room and a [dog food menu](https://rochstandard.com/research/the-hotel-dog-food-menu/?ref=rochsociety.com), there is [a million dollar revenue opportunity](https://rochstandard.com/research/economics-of-dog-friendly-hospitality/?ref=rochsociety.com) awaiting the hotel that executes first.

Macau's lawmakers wrote the door into the law years ago, and all that is left is for somebody in Macau to open it. In the meantime I have written to the people who could change this in an afternoon. I have written to the [Macao Government Tourism Office](https://www.macaotourism.gov.mo/en/?ref=rochsociety.com), whose acting director has already said the law allows it, and the [Macau Hotel Association](https://www.macauhotel.org/?ref=rochsociety.com), which speaks for every hotel in the city, and Loi I Weng, the lawmaker who has been pushing for a more pet friendly Macau.

I also wrote to the six companies that run its great resorts: Galaxy, Sands China, MGM, Wynn, Melco and SJM, to ask each of them one simple question. *What stops them publishing a dog policy?* And I will publish every reply here, along with the name of the first hotel in Macau to open its doors to a guest with a dog.
